"Gentlemen lift the seat"

This was the text of an official sign that could be found on the walls of the toilets on British Rail trains a few years ago.
I could never figure out if it was:
a) A statement of fact.
b) An edict.
c) Both
I now have a 4 year old boy and fully understand it.
Yuck!
